BIR/STTR Specialist

Position Description:
This position is with GSN, a Federal contracting firm. It is a full time, long-term position supporting GSN's customer at the National Institutes of Health. This position offers a competitive salary and comprehensive benefits package.

TASKS/SERVICES. The contractor shall:

  • Perform in-depth research and portfolio analysis pertaining to Small Business program.
  • Use knowledge of the NIH grants and contracts funding policies and data to identify small business awardees.
  • Plan and organize outreach activities and meetings on Small Business and technology development mechanisms.
  • Prepare and disseminate pre- and post-Small Business workshop documents.
  • Collaborate with other RTSP staff to integrate work activities.
  • Provide technical and program guidance and direction in SBIR/STTR.
  • Identify and resolve problems and issues related to SBIR/STTR.
  • Communicate (in person, by email, or conference call) with relevant grants and contracts specialists, and scientific program officers within the NIAID to discuss SBIR/STTR issues/policies.
  • Research and review current and new developments in the SBIR/STTR area.
  • Develop Small Business and technology development programs and new or modified re-search initiatives.
  • Arrange and participate in SBIR/STTR, NIAID meetings with the SBIR/STTR, NIAID division representatives.
  • Provide information related to SBIR/STTR web page.
  • Attend monthly meetings with RTSP staff to keep abreast of changing funding policies and provide updates.
  • Interact with other IC's to coordinate scientific programs and activities.
  • Use NIH public database, knowledge of the NIH grants and contracts funding policies to identify Small Business grantees.
  • Meet with relevant grants and contracts specialists, and scientific program officers to obtain additional information about the SBIR/STTR grantees.
  • Prepare and disseminate pre- and post-meetings documents.
  • Provide timely responses, typically within 24 hours to email and telephone queries from SBIR/STTR investigators and administrators, as well as grants and program staff.
  • Work with staff within the DEA Office of Knowledge and Educational Resources to update all SBIR/STTR related information on the NIAID website.


  • At least 4 years of experience with BioTech/Life Sciences
  • Experience managing assigned projects independently with minimum supervision 
  • Significant experience using Microsoft Programs (e.g. Word, Excel, PowerPoint, Outlook), multi-tasking, and working with project teams
  • Strong customer service skills, professional writing, phone and email etiquette, and work ethic

Required education: MS or Doctorate


  • MS Required, PhD Preferred
  • Demonstrated communication skills and ability to work in a fast-paced scientific environment 
  • Individuals with demonstrated entrepreneurial experience in the area of Small Business
  • Small Business Innovation Research (SBIR) Program experience
