Senior Program Analyst-STEM

Position Description:

The STEM Program Analyst works directly with the Director of Education & Workforce on STEM initiatives sponsored by the Office of Naval Research (ONR), and coordinates with Science & Technology directorates, military services, the Office of the Secretary of Defense, Navy and Marine Corp laboratories and warfare centers, and with academia and industry partners.

ONR focuses on attracting and developing a diverse naval STEM workforce, and uses a broad agenda to advance STEM education, leverage resources, and inspire America’s students to pursue STEM careers.

Tasks/Responsibilities:

  • Assist in planning, facilitation, and execution of various STEM initiatives while interacting with other Department of Defense organizations, federal agencies, academia, and industry including senior military, government and civilian personnel.
  • Coordinate the activities of Education & Workforce programs by working with technical, financial and administrative personnel.
  • Provide program support to the Director of Education & Workforce Development and department leadership staff for strategic planning, management and executing day-to-day tasks.
  • Administrative support including preparation of correspondence, speeches, presentations, reviews, reports, responses to Congressional inquiries.
  • Coordinate program reviews or program meetings.
  • Develop financial and programmatic summaries, reports, briefings and analysis for internal and external data calls, and track the availability and use of funds, and other programmatic issues.

Qualifications:

  • PhD in Science, Technology, Engineering or Math and five years of relevant work experience -OR Master’s degree and eight years of relevant work experience, OR Bachelor’s degree and twelve years of relevant work experience.
  • Knowledge and experience with Department of Defense Science & Technology policy, priorities and programs.
  • Ability to understand and manage basic research programs with universities, laboratories, and warfare centers.
  • Knowledge of Navy/ Marine Corp STEM programs.
  • Ability to prepare professional briefs and presentations using Microsoft PowerPoint and Microsoft Word.
  • Advanced skills in Microsoft Excel to create, update, and extract data from spreadsheets.
  • Outstanding business communication skills (verbal and written).
