Epidemiology Program Manager (Tobacco Use & Population Health)

Position Description:

Kelly Government Solutions is a strategic supplier and business partner to the federal government and its key suppliers.  Through our partnership with the National Institutes of Health, Kelly Government Solutions offers administrative, IT, engineering, scientific, and healthcare professionals the opportunity to work with the leading medical research center in the world.  We are seeking an individual to work as an Epidemiology Program Manager (Tobacco Use and Population Health) at the National Institutes of Health in Rockville, MD.
This is a long-term contract position which offers:

TASKS/SERVICES. The contractor shall: 
(1) Provide epidemiologic expertise for the Population Assessment of Tobacco and Health (PATH) Study including but not limited to study design, field operations, methods and collection of questionnaire data and biological samples.
(2) Participate and contribute to different aspects of the PATH study through study planning, decision-making, problem-solving, and strategic analysis.
(3) Provide leadership on behalf of the PATH study team on analyzing, interpreting, communicating, and documenting epidemiologic data and results in the form of analytical reports, manuscripts, and other products.
(4) Provide leadership and technical expertise in epidemiologic data collection activities.
(5) Provide technical expertise and guidance regarding sampling design and statistical analyses of complex survey data.
(6) Provide leadership on appointed work groups; coordinate feedback across team members and collaborators; guide related discussions and revisions; and review/track PATH Study deliverables and other work products.
(7) Communicate research findings, prepare summaries and reports, disseminate study products and other public information, and respond to relevant inquiries.
(8) Conduct literature reviews as well as lead and collaborate on scientific manuscripts and reports for publications.
(9) Stay abreast of relevant science, current research,  and relevant regulatory and policy-related issues.


The contractor must have: 
(1) Ph.D. in Epidemiology, Public Health, Health Sciences, or a related discipline; three (3) years of specialized experience plus a Master’s degree is equivalent to a Ph.D.
(2) Minimum of two (2) years of experience working on large-scale epidemiological research and/or complex survey data; strong publication record commensurate with experience
(3) Experience in qualitative and quantitative data analyses including longitudinal studies and/or mixed methods research.
(4) Experience in complex data analyses software such as SAS, SPSS, Stata, R, and/or Mplus; expertise in Microsoft Office Suite (MS Word, Excel, Outlook, PowerPoint)
(5) Documented leadership role in conducting and/or managing epidemiologic research that includes study design, field operations, methods, and data collection operations of large studies
(6) In-depth knowledge of the epidemiology of tobacco use, as well as the current state-of-the-science of the field
(7) Ability to multi-task on a wide range of scientific and administrative responsibilities and pay close attention to detail.
(8) Ability to work independently with limited or no supervision, as well as collaboratively within a research team
