Metas Solutions is seeking a talented Program Manager to work onsite in the Bethesda, Maryland.
About the position
Program Managers ensure the successful execution of our project objectives related to biomedical informatics research, software development, data science, and scientific computing infrastructure. Prospective candidates must be able to manage, oversee, and coordinate all activities of assigned contract working throughout the disciplines of biomedical informatics, clinical data analytics, and artificial intelligence initiatives.
This Position's responsibilities include, but are not limited to:
- Lead, manage, and supervise contractor personnel
- Implement management controls and technical oversights to ensure contract performance meets cost and is on schedule
- Develop and maintain program management plans, communication frameworks, and staffing plans.
- Establish relationships with key client stakeholders, including the the Contracting Officer Representative and assigned Contracting Officer.
- Coordinate with government staff to prioritize work across multiple task areas and research initiatives.
- Manage project timelines, deliverables, risks, and dependencies across all technical task areas.
- Facilitate coordination across multidisciplinary teams including data scientists, software engineers, DevOps engineers, and biomedical informatics specialists.
- Prepare and submit monthly activity and financial status reports including cost accounting, level of effort reporting, burn rate analysis, and staffing updates.
- Track recruiting, onboarding/offboarding activities, subcontractor engagement, and workforce training.
- Lead regular status meetings with government stakeholders and provide verbal briefings on task performance.
- Coordinate technical work across the DevOps, data science, and applications development teams to support biomedical data platforms and research initiatives.
- Ensure compliance with federal IT security policies including the Federal Information Security Modernization Act (FISMA)
- Implement quality assurance and configuration management processes across program activities.

Qualifications
Required Qualifications:
- A Master’s degree in public health, health sciences, data science, management, information systems, or related field (Bachelor’s degree with experience acceptable).
- A Minimum of 8 years of relevant experience managing federal health, biomedical research, or data science programs.
- A Minimum of 3 years managing multidisciplinary technical teams.
- Demonstrated experience supporting federal health agencies.
- Experience with Agile/Scrum project management methodologies.
- Hands-on experience developing and maintaining program management plans, communication frameworks, and staffing plans. •

Additionally, experience managing biomedical informatics or health data science programs in the federal government space is welcome, as is knowledge of federal cybersecurity and compliance frameworks, including FISMA. Project management certification such as Project Management Professional (PMP), or Federal Acquisition Certification for Program & Project Managers (FAC-P/PM). Strong leadership, stakeholder engagement, and strategic planning skills are a must.
